Renovating homes, back to basics
Like many public policies, thermal renovation of housing has its own quantified target: the government is aiming for 500,000 major renovations per year. Like many public policies, the reality is far from the target: 135,000 renovations per year since 2010. Failure threatens. One month before the opening of COP21 in Paris, there's an opportunity to rethink the system.
Thermal renovation combines ecology, economy and social responsibility.
- Ecology, since housing accounts for 18% of CO2 emissions in France;
- Economy: €1 million invested in thermal renovation creates 14 jobs (compared with 6 jobs in renewable energies or 4 in the automotive industry, according to Bercy);
- Social, because thermal renovation reduces household expenses and fuel poverty.
Ecologically efficient, economically viable and socially sustainable renovation depends on a balanced ecosystem. To each his role, to each his share of the risk.
